VIF v1.0 - Official Stable Release
VIF v1.0 marks the first complete, standardized, and deployment‑ready version of the Vigía Incubation Framework, a comprehensive methodology for designing, governing, operating, funding, and scaling national public–private incubation networks.
This release includes:
- a fully unified governance model,
- standardized evidence and maturity systems,
- end‑to‑end operational templates,
- legal and compliance frameworks,
- data governance and transparency structures,
- national MEL (Monitoring, Evaluation & Learning) architecture,
- and complete annex documentation ready for government deployment.
This version is now considered stable, implementable, and ready for adoption by national authorities.
1. What’s Included in v1.0
Version 1.0 comprises all primary documentation and annexes required to deploy and operate a national incubation network.

This release fully integrates:

MEL has been aligned with OECD, UNDP, and World Bank standards.
5. Data, Privacy, Security & Transparency Finalized
Annex 07 now defines:
- national data governance roles,
- TOU as Data Processor,
- IC restricted-access rules,
- breach protocol,
- retention & deletion schedule,
- audit trails,
- encryption standards,
- and rights of data subjects.
6. Branding, Communication & Transparency
Annex 09 includes:
- brand architecture,
- communication protocols,
- IC restrictions,
- evidence-based communication rules,
- digital asset standards,
- and misuse examples.
This ensures the national network cannot be exploited for political or promotional misuse.
7. Legal, IP & PPP Frameworks Integrated
Includes:
- decree template,
- PPP MOU,
- SAFE/Convertible/Co-investment agreements,
- IP assignment, licensing, and university collaboration agreements.
All legally neutral, internationally adaptable, and audit-safe.
8. Localization Guidance
Every annex now includes:
- what can be localized,
- what cannot be changed,
- national legal references,
- data sovereignty rules,
- IP registries,
- transparency obligations.
This ensures VIF can be deployed in any country without breaking integrity.
9. Licensing & Proprietary Methodologies
All files now include the CC BY-NC-ND 4.0 license block with the official Creative Commons badges rendered in Markdown, ensuring legal clarity across every section and annex. The proprietary statement for MicroCanvas®, IMM-P® and VIF remains present across the documentation and the main LICENSE page details how the BY-NC-ND terms apply to deployments.
10. UI & Branding Refresh
This release also introduces a round of UI refinements to the Docusaurus site:
- Light/dark hero logos with automatic theme switching plus a softened hero overlay and updated text colors for readability.
- Consistent link and button hover behavior that uses the Doulab green palette with black text, aligning with the footer treatment.
- Homepage cards now feature dedicated background imagery via CSS so each tile has a unique visual identity without extra markup.
11. Documentation & Diagram Enhancements
- Every Mermaid block now uses a descriptive admonition title (e.g., “Funding Architecture Cycle”) instead of the generic “Mermaid Diagram.”
- Decorative emoji icons were removed from headings to keep the docs accessible and screen-reader friendly.
- Sidebar ordering remains deterministic thanks to explicit
sidebar_positionvalues in every doc and annex.
12. Known Gaps (Planned for v1.1 or later updates)
These are improvements planned for future versions, not blockers for v1.0:

14. Conclusion
VIF v1.0 is now a complete, stable, and internationally deployable framework for building national public–private incubator networks.
This release represents:

15. References Module Overhaul
- Rebuilt the entire references compendium (A–M) using the Option 3 hybrid academic style, complete with refreshed front matter (
id,title,sidebar_label,sidebar_position). - Replaced all shortened or placeholder citations with full entries, descriptive summaries, and authoritative, publicly accessible URLs.
- Added complete sections K, L, and M covering Start-Up Chile, Ruta N, Israel Innovation Authority, SGInnovate, InovAtiva Brasil, and the integrated Doulab methodologies (MicroCanvas®, IMM-P®, Vigía Futura) with licensing clarity.
- Verified every outbound link to ensure a canonical, non-paywalled source (OECD, MIT Press, Springer, UNESCO, ITU, World Bank, etc.).
16. AI-Assisted Editorial Support
Select narrative refinements—including the references rebuild and diagram titles—were drafted in collaboration with a generative AI assistant (OpenAI CODEX). All AI suggestions were reviewed, edited, and approved by the VIF editorial team, ensuring the release remains authorial while acknowledging the use of AI tooling.
